They are perfectly legal to own. The list, as a consumer protection regulation only applies to what a dealer is allowed to sell/transfer to you. Several Colt models are on the list and the target roster. Curio and Relic eligible Colts may be transferred/sold by a dealer to a FFL-03 C&R license holder as well.

No. The list applies to dealers only. This is not a list of what is legal to own in MA.
