It's not quite the same, but I see your point.

I could only hope it was in the ballpark.

It's an evergreen whinge by the defense bar that
a prosecutor is only supposed to bring charges
about actual crimes supported by probable cause -
not to railroad people just because they can.

So while I don't know the vast majority of rules that cover criminal trials,
it seemed implausible that under the American system,
a judge could force trial of someone that the prosecutor
alleges to not believe is culpable.

Judges can hold a defender's feet to the fire to force them to take
(or continue) a case - but that's for the benefit of defendants (and society).
