The following legislation was filed by the Executive Office of Public Safety and Security

pay close attention to the definition of "Gun Show"


AN ACT RELATIVE TO THE REGULATION OF GUN SHOWS

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Chapter 140 of the General Laws, as appearing in the 2006 Official 1 Edition, is hereby amended by inserting after section 122B the following section:- Section 122C. (a) As used in this section, the following terms shall have the following meanings:

“Dealer”, a firearms dealer licensed under section 122 of chapter 140.

“Gun show”, an event including participation by one or more dealers for the purpose of selling, renting, leasing or transferring weapons and/or ammunition.

“Gun show organizer”, any public or private entity, organization or association that is primarily responsible for sponsoring, hosting or facilitating the organization of a gun show.

(b) Not less than 60 days prior to a scheduled gun show, a gun show organizer shall notify the executive director of the criminal history systems board in writing of the date, time, place, and the names and license numbers of dealers expected to attend the gun show and shall submit a registration fee of $500 payable to the criminal history systems board.

(c) A gun show organizer shall provide for access to an electronic communication link to the executive director of the criminal history systems board for the submission of records of all sales, rentals, leases and transfers of firearms by dealers in accordance with section 123 of chapter 140.

(d) A gun show organizer who violates any provision of this section shall be subject to a civil fine of not less than $1,000 nor more than $10,000.
 
a NES members shoot would qualify as a gun show? since usually dealers do show up(whether they are plying their wares or not) and members use it as a convenient time to fill out some FA10's or buy some stuff from qmmo

Well...an argument could be made that the purpose of the gathering is to shoot and anything else that goes on is secondary. Not sure how well that will stand but it is true that "The Primary Purpose" of the gathering is not the sale, or rental of firearms.
 
Wait, one or more dealers? Aka every FFL is a gun show? I think this would be the death of gun shows in MA. Watch them squirm when they see the loss of revenue.
 
So are they saying in Section C that the show organizer is responsible for making sure all FFLs submit their "records" for everything bought and sold?

How is that different then the FFLs having to submit the FA-10s within so many business days. Basically they are removing the timeframe the FA-10s have to be submitted.

How many guns are bought and sold at any given gun show. Hundreds I'd bet. That's a lot of information being passed to a board that has limited staff as it is
 
This will kill off the gun club shows, orgs like Bay Colony Weapon Collector's assn, etc.

I'm not even sure that Carole knows who all her vendors are 60 days in advance.

Intent = shut down all gun shows, shoots, etc.
 
Yup, they are trying to slowly legislate out firearms completely, one shitty law at a time.

Absolutly!!! That is the only reason for doing this. There was nothing illegal about gun shows and no bad things happeneing at them (ie people getting shot, guns stolen, people going on shooting sprees) but they just sound evil!!!

So lets make a sensless law regulating something we don't like.

Is anyone good at words and writing letters? I stink but i really want to send some good letters to the powers to be. If anyone can help me out i would be grateful.

I'm with glockguy17, if we could put together a letter and post it for all to access, print, sign and forward to our elected officials...I'd be in!
 
This is the nuclear fall-out from the Westfield debacle! They advertised it as a "gun show", ergo . . . the nitwits up on Bacon Hill want to "fix it"!

Seriously. Round up all these bastards in the state house, lock them in, and burn it to the ground. There's simply no other way to put a stop to this nonsense.
 
Here's a letter:

Dear <Legistraitor>,

It has come to my attention that the Executive Office of Public Safety has crafted a bill regulating "gun shows" in the Commonwealth. As a voting constituent in your district, I must voice my opposition to this overly broad, badly crafted piece of legislation. If the intent is to prevent tragedies such as the accident in Westfield, this legislation will not achieve that goal. If the intent is to raise funds through the registration requirement in paragraph (b), it will fail, as the result of this legislation is the likely end of all gun shows in the Commonwealth. If the intent is to end gun shows in the Commonwealth, it will succeed. But that raises the question: should that be done?

As a <sporting [man/woman]/gun owner/voter concerned with civil liberties> in the Commonwealth, I am left to wonder what other rights will be incrementally taken away from us. Gun owners in Massachusetts are already one of the most heavily regulated sectors of the public. All holders of FIDs and LTCs are fingerprinted, have gone through a background check and hold their license at the pleasure of the issuing authority. They are forced to store firearms, rifles, shotguns and ammunition in compliance with often obscurely-written laws and regulations. When purchasing a new firearm, rifle or shotgun from a dealer, they have to not only comply with a so-called "Assault Weapons Ban" that restricts cosmetic features on the item, but also a short list of handguns that the Executive Office of Public Safety publishes from time to time as well as a list from the Attorney General's office that has never been published. In these hard economic times, there is no sense in squeezing one of the only businesses that is actually doing good, and generating sales tax revenue.

Attached below is the text of the bill, included for your review. When it comes to a vote, I strongly urge you to vote against this bill as written.
