Thus my first comment on the subject:any hoodlum is going to immediately realize that painting his real gun with an orange muzzle is gonna possibly give him an advantage if the other guy hesitates.
Hey, Sparky... got a novel idea for ya: If someone points something that looks like a GUN at a cop, the cop can assume it's a gun and SHOOT.

OK, let's try this scenario:
Painting real hardware with bright colors to look like toys grows in popularity.
Increased number of painted guns in circulation.
Knowledge of same ends most hesitation from individuals to respond to a brandished item.
More dead with toy in hand.
How many to be kids vs perps?
Some BG's also dead, yes (that's the only good part).
And from the other side, having to respond to a life threatening situation with a "toyish" piece of hardware in hand, could put you in a less-than-in-charge visual presentation.
I would not want to be the one explaining to the court that "I had to shot the dirt bag because he laughed at my toy gun and kept coming."
