My neighbor, unfortunately. Luckily it is mostly foxes and hawks that eat the carrion he throws in his yard, but we do have coyote in the area so I'm sure they eat it too and I just haven't seen them. Some people are real morons, my neighborhood is full of kids and dogs and is NOT the type of place we need more coyotes looking for an easy meal. He did at least stop doing it (mostly) after I talked to him, but his attitude was "Why, foxes are harmless?"
They sell a squeeky call that sounds like a hurt rabbit. They call them "predator calls" with some variations. You can all a coyote in from miles away!
