My understanding is . . . yes! And they usually will not be inventoried and just "disappear" frequently . . . at least if I were to believe much of what I've heard from accusations made when people attempted to claim their stuff at some future time.

Back when I took a shooting class at SIG, it was still during the federal assault weapons ban. SIG provides loaner guns and magazines, if you request. The instructor said that they stopped using large capacity magazines for loaners, because they kept disappearing, even during an LE-only class. He said that you could leave a $100 bill on the table in cleaning room, and it would still be there at the end of the day. But a large capacity magazine wouldn't even hit the floor during an emergency reload before it was swiped...
