Technically no, it could go thru an FFL in NH, but even a long time ago many in NH and ME refused to sell genuine pre-bans to MA residents . . . and then you add the confusion of a press conference/memo from the AG and I don't think it is worth the effort to try to educate a non-MA FFL.How would such a person take possession of the rifle?

I ask because if he does and he spends time there, then per the ATF, he is a resident of NH, and all that is required is a handshake deal in NH and that he then eFA10 it when he brings it into MA.

Handshake deal as in private sale? I thought dual residency was only good at ffls for non compliant guns and handguns and such. Figured you had to be a full time resident to do a private sale?
