I have a large extended family in Montreal, visit at least 3x a year and never heard of prostitutes on Ste. Catherine St.

Correct. The Constitution doesn’t grant rights, those right are inherent, but the founding fathers were smart enough to know that you had to spell out that those rights were inherent and lay out what the government could not do. It was meant to shackle the government. They knew exactly what people in power would do.
