The way I see it, unless you're subject to the UCMJ, you're a civilian. Are police subject to the UCMJ? (rhetorical question)

The term "civilian" has different meanings depending on context.

Merriam-Webster defines it thusly:

a person who is not a member of the military or of a police or firefighting force

Whereas Google leaves firefighters out of the definition.'
