I got the definitive word from Gardall Safes.
They do keep a factory set reset code for the lock (at least the one on one of my safes) on file at the factory; will remove it from their records on request; and will only release on a subpoena or to a locksmith after a thorough verification process. I did not get word on what flavor of politicians they donate to.
It is only possible to reset the Management Reset Code on initial setup, and is not changeable by the user on the delivered safe (at least with the S&G Titan series; probably other models as well).
If you buy an electronic lock, especially online, it is important to verify that the ability to set the MRC has not already been "burned" - an issue if you are getting a used lock.
