Because we've had an absolute breakdown of the criminal justice and law enforcement arms of the Federal government. The nuts and bolts of this are that the tweet went to a server outside Massachusetts and ended up on devices that were outside MA to his sheeple followers, so the threat definitely crossed state lines.
