This is a direct attack on Bruen, and they are intentionally use the term "Privilege" to establish that while gun ownership is a right (as clarified by SCOTUS) ammunition use is a "privilege".

This ideological posturing would seem to make fighting this rather straightforward - the case should not be about "what can be taxes", but argued to hinge on a simple question "Is use of ammunition a privilege or a right?".
