Permits needed for 48 of 50 states

Someone from this forum used to have a NY "non-res." From what they said, the rules have tightened up a lot more recently.
I had a non-resident NY permit from 1994-1999 issued by Judge Willard Cass of Chautauqua County, NY. There has been no change in the law, however, the county law department informed the judge (who has since retired) that he lacked jurisdictional authority and all such licenses were allowed to expire (an expiration date on the upstate NY license was an invention of the judge, and was typed into a blank area on the permit).

There are occasional reports of connected non-residents getting NYC permits and, in one case, of the permit unit sending an officer to take fingerprints backstage at a concert for the special person's carry permit application.
 
I know this is an old thread but I have to throw in my 2 cents too....You can only get a non resident permit in Oregon if you are a resident of a neighboring state
