Well, it's just a small civil fine for possession with an expired license...

The problem is many PDs don't, or choose not to, understand this so the issue is resolved after arrest; creation of a non-expungable record and legal fees.

The state actually argued it did not apply to "long ago expired LTCs" but lost - though that hapless expired LTC holder had to fund a trial.
