Is it necessary to send a copy of your C&R to get CMP to send a rifle to you? They don't mention submitting a C&R on their order forms. Or are they able to send directly to anyone if they meet all the requirements anyway?

To the best of my knowledge, the C&R will not do anything for you in this instance. You have to meet the other requirements and submit that proof.

Not required. However if you have one you will need to record it in your bound book.

Nope. CMP has a law just for them that allows them to bypass the federal GCA and ship firearms directly to non-FFLs.
