Not sure about the signing, but I was under the impression that the effective date was the date signed.

Effective date is date signed unless there was some last-minute amendment that changed it.
 
The New Hampshire constitution provides that a bill becomes law if it is not signed or vetoed by the governor within five days, excluding Sundays, of passage, which means Wendesday the 15th at the latest. But since constitutional carry was a campaign issue for Sununu, I don't think he'll dally that long.

Sununu won't sit on this. I will be totally shocked if he did.
 
I would've loved to see the governor stroll up to the speaker's lectern right after it passed and sign it...that would've been epic but probably against forum and decorum.
