Will an FFL accept a transfer from an out of state private party?

If I want to buy a handgun from a private party out of state, can they ship the firearm to an FFL directly or do they have to go through an FFL on their side as well?

Will FFLs in MA accept transfers from out of state private parties in general?
 
It is legal for a FFL to accept a shipment from a non-FFL.

However, some FFLs won't as a matter of policy. You'll have to ask the FFL.
 
ok. I just wanted to make sure there was no legal issue. You know, because Mass gun laws are so straightforward and logical.

And more importantly, CAN THE FFL TRANSFER IT TO YOU?!?! If it's not on the lists then the answer is NO! You need to call an FFL with the very specific model number of the item and ask them.

Odds are if you can't find it in Mass already they're not going to be able to transfer it to you.

So the next question: so then if it's not on the list how can you buy it?

Simple answer: YOU CAN'T!

Complicated answer: you move to that state (do whatever you need to legally poses it there) then move back. they move to this state, get licensed in state, then sell it to you face to face legally. Unlikely to happen--you can't just go visit--you need to move.

But if you could get the seller to ship the lower to your ffl and take the upper and accessories directly wouldnt that allow you to bypass the EOPS and AG regs because a lower is not considered a handgun by MGL.

Most Mass FFL's would not agree with you, it is best to make sure the FFL knows exactly what you want them to accept otherwise you could be in for a big surprise/problem.

Depends on the inbounding FFL you need to call them and ask. They are the final arbiter. Every FFL in MA is going to vary on their policies. There is no generic "one size fits all" answer here.
