Personal transfer of pre-Healy MA compliant AR and/or lowers

is it still okay to transfer an AR that was MA compliant and purchased prior to 7/20/16 in a private sale to another MA resident?

Secondly - same question but with a stripped lower that was purchased pre-Healy?
