I know many places do that, but try and avoid them. The LGS I use charged me $10 total last time for all the transfers. When Adam at Acme was my LGS, he did a similar thing. Their published price is a little more than I pay but repeat business support of your LGS goes a long way. This shop will not charge for each transfer and does follow MA law, not doing FA-10s on receivers only.
Eh, until some whacko decides to go nuts in a school again and everyone goes FR buying all the crap they can get their hands on. The way I look at it, no matter how you get a stripped lower, either buying online and transferring, or buying off the shelf at the LGS, as long as you are in the sub $100 range, you're doing OK. It is such a small part of the overall cost of the rifle, that a $15-20 difference really doesn't mean too much. You can easily lose that in shipping the rest of your parts if you aren't smart about consolidating your purchases.
Once you finish your rifle, you'll think nothing of spending $15 on a new mag catch with a witty saying etched into it, right?
It doesn't hurt to have a few extras lying around for a rainy day.
