The out lined area can be a source of problems for accuracy especially shooting high.
Looking at the picture the Stock Ferrule , mounted to the main stock where the sling goes does not look like its fitting square in the photo? the ferrule and lower band have to fit nicely together...

Something is driving the barrel up.... stock fit or bent barrel.
If you know anyone that's a machinist maybe they might have a bore gauge to check to see if the bore is straight?. How is the lock up?
With the action sitting in the stock is there any play? Back and forth. Does the action rock like a seesaw?
After you install the action into the lower stock watch the action while you lock up the trigger.... go slow and watch if the barrel rises when you apply pressure to the lock....
Try a different stock.

Have you shot your other garand....any chance your surgery is affecting your gun mount and sight picture?
