I also don't recall a specific penalty on the club., They could declare the club "unsuitable" and revoke the Club LTC.

In which case, the club would no longer be required to ban those targets!!

My preferred human silhouette target is a styrofoam wig stand...

They are more fun when jelly-filled...

At my Club, we have archery William Tell shoots (Yes, I know that Tell used a crossbow), with apples on styrofoam heads. Of course, with that event, you're supposed to miss the heads.
