Selling a stripped lower

I have a question regarding this issue. I bought a few lowers (great deal) a while back. I'm thinking of selling a couple, as I wont be needing/using them anytime soon.

I've heard from "A shop" that all I need to do to sell one to another properly licensed MA resident is a bill of sale. Or do I need to do the E-FA10?

FYI- Said lower(s) have NEVER been built into anything. Still in boxes collecting dust.

Keep in mind that federal law does view the AR15 lower as a firearm, and while we don't have a federal registry, there are still laws regarding the out-of-state transfer of handguns. If the lower can be considered a pistol lower in any way, you'd have to follow applicable federal laws like going through a dealer with a 4473.
The 4473 used to have Pistol/Rifle (or similar terms), and stripped lowers were sold as rifles. A few years ago a new category (Frame or something like that) was added, and the BATFE ruled these were to be treated the same as handguns.
