Question about HK USP in MA. (Moving to MA and bringing your guns.)

I have a buddy who moved to MA last year but has not secured a permit in MA yet. He has several guns that he bought while living in RI and has left them there since he has no permit. He is a police officer in RI and even leaves his duty weapon there as well. Will it be legal for him to bring his guns to MA after he gets the permit regardless of how long it's been since he moved there? He has all the documentation that shows he bought the guns prior to moving to MA.

He plans to sell all of his guns to me but has a USP .40 that I don't want. A guy from MA wants to buy it. I would assume my buddy needs to get his MA permit, then he can sell it to anyone in MA? (Just no hi-caps.)

Yes, he can bring his guns here. without bringing any post-ban large cap mags, once he gets his Class A LTC.
