Old gun confiscated by BPD

Why is it so special was the main reason I asked .
Is it a Belgium ? Radom ? Izhevsk?
Or a rare МО marked , that no one really know what it means ?
It is a presentation Nagant. Given to a major Navrotski from Kliment Voroshilov in 1939. Original nickle finish with a plaqard in cyllic. I can start a thread with pictures if you would like.

You might want to pass some info onto 7.62x54r.net they have a page just about Nagant revolvers .

I would love to get one from each factor and one of each of the Tula markings .
 
Cause people like letting guns go to waste. If I won the powerball I would make collectors cry. I'd buy "unfired" guns and shoot them just to christen them.
