Mrs. Boebert (for herself, Mr. Banks, Mr. Carey, Mr. Clyde, Mr. Duncan, Mr. Gohmert, Mr. Hice of Georgia, Mrs. Miller of Illinois, Mr. Mullin, Mr. Norman, Mr. Steube, Mr. Van Drew, and Mr. Bishop of North Carolina) submitted the following resolution; which was referred to the Committee on Oversight and Reform

RESOLUTION
Recognizing and honoring Elisjsha Dicken for his demonstration of courage, self-sacrifice, and fidelity to his fellow Americans.

  • Whereas Elisjsha Dicken of Seymour, Indiana, demonstrated uncommon courage in defending his fellow citizens against an armed shooter at a mall in Greenwood, Indiana, on July 17, 2022;
    Whereas a recent decision by the State of Indiana to repeal a requirement mandating that citizens obtain a permit before carrying a handgun in public enabled Mr. Dicken to carry his 9mm Glock lawfully;
    Whereas restrictions on gun ownership and the imposition of failed gun control policies, to include gun-free zones, make Americans less safe;
    Whereas a 2013 Centers for Disease Control and Prevention study found that defensive gun uses range from about 500,000 to more than 3,000,000 on an annual basis;
    Whereas only 15 seconds elapsed between the beginning of the Greenwood Park Mall shooting and Mr. Dicken’s intervention that eliminated the shooter, saving countless lives;
    Whereas Elisjsha Dicken is an American hero who deserves the thanks of a Nation; and
    Whereas Mr. Dicken was described by Greenwood Police Chief James Ison as “responsible”, “very proficient”, and “very tactically sound”, and Ison further remarked that Mr. Dicken’s actions “were nothing short of heroic”: Now, therefore, be it
Resolved, That the House of Representatives recognizes and honors Elisjsha Dicken for his demonstration of courage, self-sacrifice, and fidelity to his fellow Americans.

Full details of the Greenwood mall shooting are released, here are the cliff notes.

Good guy (GG) reacts to shots, draws and moves to cover, fires 2 at 43 yards. Pauses for customers to clear his sightline, fires 2 more. 2 of 4 at this distance connect.

Bad guy (BG) attempts to retreat to the bathroom

GG maneuvers to 20 yards for a clear angle, fires 4 hits 4.

BG continues to attempt to retreat and still holds on to his rifle.

GG closes the distance to just under 10 yards, fires 2 and finishes the engagement.

Gun was a Glock 19 with stock plastic Glock sights that were damaged from a motorcycle crash. GG has no formal training background, but dry fires regularly.

BG was by all accounts a serial dirtbag who had done specific research into factors that increase the body count during mass casualty events, including gun free zones.

Important takeaways: the deciding factor in this fight was the GG had the courage to engage and the will to press the fight.

How many events this year will include an updated Dicken Drill, maybe
Start seated at a cafe table at 43 yards.
On start signal, draw from concealment, and move from the table.
Fire two shots. Lower the pistol to low-ready (simulates waiting on bystanders) then fire two more shots on the target.
Advance to 20 yard position, then fire four more shots.
Advance to 10 yard position, then fire two more shots.
Par time: 15 seconds
 
that would make a great IDPA course
They could make it even more interesting by using three targets, so you shoot at a different one for each position. Maybe even have a no-shoot swing by during the initial engagement...

This part adds to it too. Set up a barrier for the first shooting position - maybe two barrels stacked, and a third next to them. The double is the "column" and the single is the "trashcan."
"He stood up, he leaned out from behind the column so he had cover, which meaning, you know, he was protected from gunfire and raised his forearms essentially on the top of that tall mall trashcan. He fired two shots, paused and, this is again a miraculous part of the story to me, and he had described this to me, but I saw it on video today," Relford said. "He had to pause because screaming people were running across his sight picture. He had to stop shooting allow people to clear from in front of his gun, fire two more shots and if those first four shots hit, hit the assailant. Two out of those four."

I couldn’t find the original thread.
It May have been luck or Devine intervention, but I still find it impressive what he accomplished.

Gun: Gen 5 G19 with stock sights. (The sights had been mangled in a motorcycle accident. He filed off the smooshed bits and pressed ahead with what he had.) The gun also had an Olight Valkryie and a “Don’t Tread on Me” backplate. Pretty much a stereotypical young man without a lot of money concealed carry set up.
Ammo: Blazer brass FMJ

In fifteen seconds he:
1) Comprehended what was happening
2) Got his GF out of the way
3) Braced and delivered two hits out of four shots at 43 yards (He had the presence of mind to stop shooting when people ran into his field of fire.)
4) Moved to 20 yards and went 4 for 4
5) Closed to 8 yards and went 2 for 2.

He then turned himself in to a responding security guard. He was questioned, then released, by the police.
