MA Law - Hi cap mag possession by FFL?

Someone in a thread not in "gun laws" mentioned that FFLs can legally possess hi-cap mags here in the people's republic. Two questions:

1.) Is this true?
2.) If "yes" for #1, does the law specify 01 FFL, or can an 03 FFL also possess hi-cap mags?

1. It is true for "LICENSED DEALERS" - read: 01 FFL's.

3. An 03 is not a "Licensed Dealer" under Mass. law.

01 FFL - Yes,

03 FFL - NO! MA doesn't even recognize that it exists . . . and the day they do, they will stop all interstate transactions between 03 FFLs and everyone else . . . you can count on it! We're a loophole they don't consciously know about.
