Post-ban High Capacity Magazines

It is my understanding that under MA law FFLs in MA are permitted to own post ban (>1994) high capacity magazines (+10 round capacity).
If this is true is it true for all FFLs or only dealers / manufacturers?

You must have an MA Dealer's license not just an FFL to get the full AWB immunity.
 
If you're thinking that a C&R will let you buy new standard cap mags, it won't.
 
Even if I had an MA dealers license and an FFL, I don’t think I would use a post-ban large capacity magazine for anything other than selling to law enforcement.
