Do some Advanced Search here or in the Gun Laws forum and you should get at least some info.
LEA arms are all exempt (that's when the department buys them directly from dealer/dist). MA law forces many agency handgun purchases to be done from mfr or dist out of state, as exemption is not there for handguns not on the EOPS List.
LEOs can buy any handgun on the EOPS List, but not AG Reg compliant as long as the gun is for LE purposes (on or off duty). Same about mags.
That's the short version.
