Just bought a Raptor Grip for my 870!

i thought 18" is minimum non nfa shotgun barrel, is this considered a shotgun?

If you read the link they explain it. Apparently it falls into a grey area because it is a pistol grip only that is more the 26 inches over all length. It becomes a firearm instead of a shotgun. But the base gun has to come from the factory as a PGO model. Every now and then I get bored and try to wrap my head around it, but again, I don't want to be the test case.
 
If i was to buy it, i would put a regular pistol grip on it with enough barrel to get the 26", plus an extra round in a longer tube.
At least it would not look as retarded, although the dildo grip would scare the shit out of your attacker because he would not know which end or possibly both that you are going to use on him.
 
I personally love rifles and shotguns to be as compact as legally possible, but that is just too goofy looking for my taste. I would rather have a regular pistol grip with a slightly longer barrel to meet the non-NFA requirement.
