If HD.4420 passes, would an SKS rifle be banned?

Title. I'm wondering if it would, even though it has a fixed 10rd magazine. Section 7 explicitly references the SKS model but if it has a "detachable magazine". I am new to firearms but I've always wanted to own one so correct me on anything.

Also, if most SKS models are pre-1994, wouldn't they be exempt? The bill also states "all AK patterns including SKS"

Oh good I caught up one the other threads.

I will say ak patterns including the sks is the dumbest thing I read today.

Does that include all ar pattern rifles including the mini 14?
