The money is the justification. The reason is they don't want to give up the power to say no for their own prejudices.The main obstacle in those states are the local sheriffs who mainly don’t want to give up the money they get from the gun licenses. In Alabama specifically, the sheriffs were very vocal about losing the money. Also it seems often those sheriffs are old and have been there for decades. The newer younger generation of politicians and sheriffs are much more pro 2A re constitutional carry

And here's a map of where I can carry using all of my permits, (GA, CT, UT, FL, NH). I'm still landlocked in CT.

Between MA, PA, and CC, my map looks a lot like that. I can't carry in RI or CT, but can in the rest of New England. A lot of states in the south recognize every other states permits. SC is a big exception to that, but does recognize permits from a lot of other southern states.
