That reads like they threw spaghetti at the wall to see what sticks. If he doesn't have a very sharp firearms attorney he'll be screwed for life. With a sharp firearms attorney he'll only be screwed in MA.

So he getting jammed for carrying outside his restriction more than anything it seems.

Carry outside the restriction is a possible fine and problems with suitability.

Carry on school property without official permission, even with permission, is possible jail time and a lifetime MA DQ if convicted.
