Most 01FFL's will sell it to you if you have a 03FFL as an FFL to FFL transfer and then you would do the registration only FA10. However as Len says it is questionable as it is a gray area, but it would be the 01 at risk rather than you (IMO and INAL)

I have never had an 01FFL NOT transfer purely on the book as an FFL to FFL transfer. Federally it is unambiguous and none seemed concerned with MA internal confusion
