In Massachusetts (just sent by GOAL):

Gun Owners' Action League has received an advance copy of a piece of new legislation that all Massachusetts gun owners should be alerted to. Representative William Lantigua of Lawrence has filed legislation to criminalize the possession of a rifle, shotgun or handgun with an expired license. Currently under Massachusetts law, a citizen who is found to be in possession under an expired Firearm Identification Card (FID) or License to Carry (LTC) is exempt from the criminal penalties found in chapter 269 and is only subject to a civil fine.

This exemption has been maintained in good part because of the state's abysmal record in renewing FIDs and LTCs. In some cases in recent history it has taken over a year to process a renewal when the law demands that the licensing authority accomplish this task in 40 days. Several times throughout the last decades, GOAL has had to have legislation passed to grant grace periods because of the state's inability to comply with its own laws in regards to renewing FIDs and LTCs. Shortly after passing the Gun Control Act of 1998 (Chapter 180) the state was so far behind in processing renewals that it used a regulatory authority to temporarily issue a schedule pushing some off for over a year.

1974 *Chapter 649 provides a 90 day grace period beyond the expiration date of the License to Carry Firearms.
1976 *Chapter 34 provided the first temporary extension of the grace period on a License to Carry to 170 days beyond its expiration.
1981 *Chapter 411 was emergency legislation to temporarily extend the grace period for a License to Carry to 180 days.
2004 *Chapter 150 brought several much needed reforms. These included a review board for misdemeanor offenses, a 6 year License to Carry and Firearms Identification Card, a 90 day grace period, and more.
The third section of the bill would require all lawful gun owners to supply the licensing authority with photographs of all the rifles, shotguns and handguns they own.

"The intent of this bill is the complete opposite direction where we need to take this state in regard to respecting citizens rights, said Jim Wallace, Executive Director of GOAL. "It is a clear representation of the social immaturity towards firearm that this state has developed. To force a corrupt and unaccountable licensing system on lawful citizens who wish to exercise their civil rights and then through them in jail for the government's failures is simply an inexcusable policy! If a piece of legislation ever exemplified the need for the REAL REFORMS and REAL RESULTS in the Civil Rights and Public Safety Act, this would certainly be one of them."

This bill currently has no number or official title to date. This will certainly be a piece of legislation that our members will want to keep on their legislative radar. GOAL will alert our members on any movement of this bill.

Here we go... [thinking]
Who can get the most liberal laws passed first.

Holy cow... how is throwing someone in jail for a lapse of license even justifiable? Does it reduce crime? Does it raise capital in the form of fees? No, it creates criminals of law abiding citizens. And photos?! Not on your life.

That bill is BS. It makes you a criminal overnight at the fault of an overworked department that can't get your license to you in time. So many ways to fall through the cracks on this one. They should cut the non sense and just try for the grabbing bill directly.

GOAL thread with more info

The only camera I own is on my phone and I have a bad case of the shakes.

Also, this bill was filed by representative William Lantigua of Lawrence. He has my vote for dbag of the year.

I will be sending pics of my guns with an old B/W Polaroid camera from 1 Mile away. That is a picture of my guns, no?

[smile]

I am sure they will add specifications for going to a professional photographer...

Actually, this is a nice end-around if you have a Trust for your NFA items as you do not need the CLEO for a sign off. Thus, only you and the ATF know what you have in your collection... Now, you need to take a picture of those arms? [thinking]

I think we need to ask William Lantigua for pictures of all of his Porn and Kinky toys, just to be sure he is not a pederast.

Just sit back and wait.At the rate Mass. Pols are being arrested,it's just a matter of time before they are all gone.lol

Seems to me there are more than a few people out there with pre '98 FID cards that don't even know they are expired as they have not used them to buy ammo, shot, etc... since then, but still possess the evil instrument of destruction...

Going to make criminals out of another large group of innocent people...

[sad]

LOL. If this passes (NBL, but worth watching) maybe I'll get my brother to photograph my guns: He's an artist; I'm sure the pictures will be exactly what they had in mind. [wink]

Thinking about this one a bit more, this is pretty much the most deeply offensive bit of proposed legislation I've heard in the 1.25 years since I've gotten my LTC.

What a prick.

+1

I am trying to calm down and not post anything offensive either...

This is a complete invasion of privacy. You could ask photos of MANY more things I can think of... [frown]

Actually, I was really referring to the first part of the legislation but the pictures are assanine also and seems like it should violate the 4th amendment.

My Doctor told me to limit my stress. This isn't helping.

So let's recap. They already have our names, addresses, sock color preference, gun serial numbers, gun calibers, gun barrel lengths....and now they want photographic proof? WTF?!

So now the CHSB doesn't know what a Glock G22 looks like?

What if you get the gun reblued or put new grips on it?

Idiotic.

What an understatement. Is it too early to start emailing this guy and calling him an uneducated turd.

Here ya go.

How about this for a scenario:

If this piece of soiled bathroom paper of legislation were to pass into law, that would give free passage for anyone in the building of whatever branch of government handles these particular photgraphs (I imagine the CHSB?) a nice clear view of whats where. Suppose a crooked member of said establishment decides to sell such information because the photographs contain MG's, historical pieces, or any other very valuable firearms. Now, real criminals know where there is a great place to break into and make some serious cash.
