The entire story sounds like it is BS.Only reasoning i could see the ATF argue is how is it 80% when you are getting all the other parts with it?
80% refers to the lower being 80% complete lower.
But people are buying it to finish it anyway.
I think the ATF may be stretching it a bit here.
