Any driveway / blacktop / gravel / aggregate stone people here?

This is actually a commercial lot, but don't let that skeer ya.
I don't have the $$$ to repave properly now, so I'm looking for a short term solution to fill potholes, one that would be best suited for winter plowing so that the plow won't tear it right up.

What is the best plow-proof filler?
I think there is something called hardpack, is that what I want?

It involves doing less than a tier 1 job. NES only recommends doing the best, most expensive option every time.

I'm in a derail mood so I'll stop now.
 
Cold patch will never stick well unless the holes are cut Back with a good edge. Any type of processed or ground asphalt will just get knocked out with the snow.
Unless it’s real bad just leave it until spring.
