7.62x54r?

Just got back from doing a little ammo shoping, and picked up a couple hundred rounds of 7.62x54r. Came wraped in paper, copper washed and is headstamped '22' over '53'. Havent been able to find out the country of orgin from searching 7.62x54r.net and was hoping someone here might know.

Isn't 22 Romanian? 53 would be the year.
