I don't know why they just don't swap in a sheet of white or frosted plastic corrugated roofing in place of the tin.

No, I meant when they built the roof in the first place. In fact, I bet the plastic is less expensive than the tin.Because that stuff costs real money compared to an empty soda bottle.
You can get something similar to those here as well, though the pricing is, well, "different".
