Selling to a Vermonter

As a NH resident, what do I need to sell a long gun to a Vermont resident? Just a bill of sale or do I need to go through an FFL?

ETA: Neither NH nor Vermont laws have anything to do with this (an interstate transfer of firearm ownership).

It has to go through an FFL -- private transactions between residents of different states are prohibited by federal law.
