Going to Centre County, correct?
And the fact that I have a restricted (T&H) LTC doesn't matter, correct?

Yes I had mine back within about 7 days. How it should be.

They DGAF about your LTC, your lack of one, or any restrictions that you may have on it.

Come to think of it, no other state does anyway.

I sent mine in, came back undetermined. resent information to the Penn St Police instant check challenge unit. I had to explain an arrest in '92 for agg harassment which was an alleged phone call to my ex wife. case was dismissed in a week. I've been waiting for a response for about 2 months and I kinda regret trying, if I get refused I have to carry that baggage around so when I apply in Maine I already look like a friggin thug. they returned $21

When I applied for my PA non res Sherrif Nau told me that he could not issue a NR permit if there were any restrictions on the home state permit. That was about 4 years ago so things may have changed since then.

no problems with a T&H restriction. Got mine in just a few days.
