That is interesting and good to know.Interesting legally because if the sear and hammer are in the "upper" that may be the "receiver" and not the lower with the trigger.
That's the odd part. The nice part of being able to buy extra top ends with sights or optic might be tough if the ATF decides that part if the receiver because it contains the hammer.
