Shooting steel is fun, but it needs to be set up correcly to be safe, usually on some form of rack or stand that either allows the steel to move some with the bullet strike or permnently mounted so the bullet impact is angled toward the ground, it also needs to be sufficently hard as not dish or crater after multiple hits, the craters can cause bounce backs. Just placing a steel target on the ground not only risks a bounce back striking the shooter or those in the vicinity, but depending on how close the range is to the general public, could cause a bullet to impact outside the range and result in the inevitable lawsuit and probable closure. As an aside bowling pins are another reactive target that this can happen to as well.
