Because the point of the transportation law is to "prevent" those who seek to bypass their restrictions or who have the audacity to want to carry at their origin and destination. A cop with a hardon for people with guns could claim it was set up for quick access and at the very least, screw with suitability. So if you have them in different containers, it makes it hard to justify that line of thinking.
