Gunsmith to remove Chamber Insert/Sleeve

I bought an older pistol that I found has a chamber insert/sleeve installed in the chamber that reduces the chambers length. In correct configuration it would chamber 7.63mannlicher (looks like a long .32acp), but due to the insert/sleeve a 7.63 mannlicher round sticks out and prevents the action from going into battery.

Is this something a gunsmith should be able to remove? Anyone know of someone capable of doing this?
