gun sale by non LTC holder

A guy at work bought a handgun when he used to live in NH. He now lives in MA, has no LTC or FID, and wants to get rid of the gun. The gun is currently in another state, neither MA or NH. Can he legally sell/transfer this? If so, how does he go about doing it?

Must go thru an FFL in the recipients state of residence.

The firearm being MA compliant, well thats another issue ....................
