Felony at 17 on record wants FID

My best friend went to apply for his FID today and was told that some law changed in January and they were pretty sure that if he turned the app in he would get declined and lose his $100. Anyone know what law changed in January with reguards to felonies? He made a bad choice at 17. He is now 43 and a successful buissness owner with no issues with the law. He was told within the last year that he coulnt get a LTC but could get an FID if he gave them a training course cert and apply. Thats what he did and now they are saying something changed and that this is no longer the case. Anyone? Thank You

New law made "legal issues" the same between LTC and FID. It was passed into law last August. Indeed it did change things for those that previously could get an FID but were STATUTORILY DQ'd from a LTC. Now they are DQ'd from both.

That's the simple explanation of the situation.

A good firearms attorney, suggest Atty. Jason Guida, would be able to assess his situation and advise if there is any way to proceed.
