It appears that the bays used by USPSA matches are directly downrange of other bays open to the public. A round hit the wall at the top of the berm behind the USPSA shooter and deflected down, striking and killing the participant.
Always good to anticipate Fudd blowback - the errant round in question didn't come from a USPSA shooter, who just happened to be in the wrong place at the wrong time.
Also an interesting study in the possible ramifications of random penetrable barriers used at ranges.
