Do these grades from the NRA seem a little high to you?

With the state of the gun laws in Mass, I figured most of the legislators would be rated quite low. I didn't calculate an average, but these seem to look pretty high. Only 5 F's by my count, and a smattering of D's.

Why does it matter? NRA has given up on MA anyways. I'd much prefer to use GOAL grades.
