It's all theater.
The pols involved know that it's a legal no-go, both on State and Federal levels, but they still go forward.
Why?
Because, as stated above, it's no-lose for them, personally. They may even benefit politically, if the location is right.
If you ask for the Moon (even though you know you'll never get it), and someone gives you a sandwich, you're still ahead.
As for a Grand Conspiracy, I personally think not. It's closer to the Colonies at the start of the Revolution - Mass and Virginia might have had some common interests, but they were not at the same point in the rebellion. There's been a lot of pent-up energy among the Antis (look at the news about gun control from before Sandy Hook), and this was a spark for their tinder. This is why there are so many assaults, on so many fronts - but they're not on the same page (except in generalities, e.g. High Caliber Assault Weapons with multiple bullet clips are evil!).
Over time, they will merge, get the same hymn book, and find the same page.
We have to do the same.
In the mean time, we'll have a bunch of BS home-rule things like this; a constant babble of talk shows, editorials, letters to the editor, and water-cooler conversations.
We have to be ready to combat each one.
It may not be Go Time, but it's definitely
Gung-ho time.
