Black Powder Rifle Kits

My brother is looking to get a black powder rifle kit. He is a NY resident but will be here in NH visiting for a while and plans on building it here.

I have no idea on the laws that might affect this, can he have it shipped to NH, should he get it in NY and then drive it here? Any other rules/laws he should be aware of?
